10ヶ月ちかくはまっていたネタ。apt-getでxinetdを入れると /etc/init.d/inetd => /etc/init.d/inetd.real となってinetdが起動していなかったよ。/etc/init.d/inetd はできているんだけど「exit 0」だって。ということでRすけ先生ありがとう。
